Cut potatoes into thin slices. Layer on bottom of casserole dish. Sprinkle with salt, pepper, and flour on top. Add small pats of butter, about 3. Layer this way until pototaes are gone. Put milk in until you can just see it.
Bake for 1 1/2 hours uncovered.
Add ham chunks to each layer if desired.
