Heat oven to 350F
Melt butter over low heat. Stir in flour and seasonings Cook over low heat until smooth and bubbly.
Remove from heat. Stir in milk. Heat to boiling, stirring constantly
In greased 2 quart casserole, layer 1/3 potatoes, 1/2 onions, 1/3 sauce, 1/3 potatoes 1/2 onions, 1/3 potatoes, 1/3 sauce.
Dot with 1 T. butter
Cover and bake 30 minutes, uncover and bake until tender about 35 minutes more
