Combine dry ingredients and sift twice.
Stir wet ingredients together.
Make well in middle of dry ingredients and pour in wet ingredients.
Mixx ingredients together gently with 2 butter knives using slicing technique - turning over now and then - until mixture just comes together.
lightly flour board and gently flatten mixture with slightly flourered hands to about 2cm.
Use 5cm cutter and dip into flour between cuts.
Place on lined baking tray abiur 1cm apart. Brush tops with milk.
Cook at 190 c until golden brown on top - approximately 12 minutes.
