Rub inside of slow cooker with butter or spray with cooking spray. In a mixing bowl stir together flour, sugar, 3 tablespoons cocoa, baking powder and salt. Stir in milk (I use whole when it for a special occasion), butter, vanilla and chocolate chips. Spread this mixture over the bottom of the slow cooker. Mix together the brown sugar and the 1/4 cup of cocoa powder. Sprinkle over batter. Pour hot water over all. Cover and cook on high 1 3/4 to 2 hours or until a tester inserted in the top portion comes out clean. Serve with ice cream. Can pre-scoop ice cream and refreeze for faster serving
