First : in large bowl sift together, flour, sugar, and baking powder. Stir in orange peel. Use 2 knifes and cut the batter into the flour mixture until coarse crumbs form. Quickly stir in the milk until soft dough forms.
Then: on a lightly floured surface, roll out dough to a 1/2 thickness. Using a 2 1/2 inch biscuit cutter, cut out biscuits. Gather trimmings and rool back out and ut out more biscuits. Do this dough is gone. Place on baking sheet. Bake till golden brown about 12 to 15 minutes. Let biscuits cool.
Next: prepare filling in large bowl, combine strawberries, orange juice, and sugar. Mix well.
Finally: cut biscuit in half and put strawberry mixture over and serve.
