cook dried chiles in instant pot saute about 2 min. until toasted. Add garlic, stir 20 seconds. add beef broth, boil and then reduce to simmer for 10 minutes. Meanwhile finely chop 1 med. onion.
When Chile mixture is ready, pour into blender and blend until smooth. Hold.
Heat oil in instant potted hand full of beef and brown, do in batches. Remove beef, sauté onion and water, till browned, 8-10 min. Add 2 tablespoons tomato paste, 2 teaspoons pepper, 1 teaspoon cumin, stir for 2 min. Add beer, scrap browned bits , increase heat and reduce liquid by 1/2 , about 5 min.
Pour in blended chiles, beef and juices, stir, reduce to simmer, set to slow cooker open vent on Instant Pot coo 2 hours.
