Preheat oven to 450
Spray 7X11 baking dish
Stir together cumin, salt and pepper and sprinkle on tilapia
Place fish in baking dish, drizzle with oil, bake about 10 minutes
Stir together mayo, lime zest and juice and chili powder until mixed
Cut fish into strips
Top each tortilla with 1/4 cup fish, 1/4 cup lettuce, 1 tbs mayo
