Put oil in pot, and saute garlic, celery, carrots, onion and red bell pepper until tender.
Add frozen spinach and break up as you cook. Continue to cook until spinach thaws.
Add cream of chicken soup and water.
Add chicken broth, then tortellini.
Make sure everything is heated thoroughly, then serve.
Eat it a few hours after it's made so the soup is infused in the tortellini, or make it the day before.
