Spray 8 or 10-inch skillet with cooking spray; heat over medium-high heat. Add bell peppers, onion, vinaigrette to the skillet. Cook 4-5 minutes, stirring occasionally, until peppers are crisp-tender; remove from heat.
Split each focaccia wedge horizontally. Spoon 1/4 of vegetable mixture onto each bottom half of focaccia wedge; sprinkle with basil and cheese. Top with tomatoes and tops of focaccia wedges.
