Preheat oven to 350.
In an ungreased 8x8 or 9x9 pan, stir together all dry ingredients. Make 3 holes and put vanilla, oil, and vinegar in each. Pour 1 cup lukewarm water over the whole thing and stir well with a fork. Bake 30-35 minutes.
