Melt butter over medium heat in a large saucepan and saute shallots, carrots, celery and green pepper until tender. Blend in flour, mustard and salt. Blend in chicken broth, milk, half-and-half, and beer with a wire whisk. Cook, whisking constantly, until mixture comes to a boil and thickens. Blend in cheese until melted and stir in wild rice.
