Large skillet over medium-high heat, cook ground beef, onion and garlic for 4 minutes or until meat is browned.
Stir in spaghetti sauce and pepper.
Reduce heat. Simmer 10 minutes.
In large bowl, combine Ricotta cheese, milk and salt.
Add pasta, toss to coat.
Spoon half the rigatoni mixture into baking dish.
Top with 1/2 cup Mozzarella and 1 cup sauce.
Repeat layers once.
Sprinkle with parmesan
Bake at 350* for 20 minutes
