Dredge beef cubes in flour until evenly coated.
Melt butter in a skillet, and cook coated beef cubes until evenly browned.
Transfer beef to slow cooker and add onions, potatoes, carrots, celery, garlic, bay leaves, salt, sugar, pepper, paprika, cloves, lemon juice, soy sauce and Worcestershire sauce. Pour in beef broth and stir.
Cover and cook on LOW 8 hours or on HIGH for 4 hours.
Mix corn starch with broth and mix until smooth, then add to the stew along with the peas. Finish cooking for another 2-4 hours on LOW, or 1-2 hours on HIGH. Serve hot!!
