This is good.
Coat beef with flour and brown in oil in large pan. Add onion and garlic and cook until vegetables are softened. Pour off fat. Add remaining ingredients (except tomatoes, 2.25 cups water and carrots); bring to a boil, cover and simmer 1 hour. Add tomatoes, 2.25 cup water and carrots and simmer 45 minutes or until potatoes are tender. Serves: 12 (1.25 cups per serving)-
