Preheat oven to 350F. Finely chop the onion, red bell pepper, and the carrot; mix in a bowl. Add the corn flake and spices to the bowl and mix. Combine the mixture with the meat. Place the mixture to a 10-inch loaf pan. Pack tightly to mold the loaf. Put a Silpat onto a sheet pan. Turn out the meatloaf onto the pan. Cook the meatloaf in the oven heated to 350F until the internal temperature measures 155F.
Combine the catsup, cumin, worcestershire, tabasco, and honey. Pour the glaze onto the top of the meatloaf after it has cooked for 15 minutes. Let it drizzle down the sides.
