In a medium skillet, saute onion and rosemary in 1 T butter until tender. Add garlic; cook 1 minute longer. Remove from pan and set aside. In same skillet, cook potatoes in 2 T butter until tender and golden brown. Romove and keep warm. In a large bowl, whisk eggs, milk, salt and pepper. Stir in cheese and onion mixture. Spray pie pan with cooking spray. Add egg mixture. Bake at 400F for 8-10 minutes, until almost set. Top with potato mixture. Bake 3-5 minutes longer until eggs are set. Let stand 5 minutes.
