Cover the beef with flour, salt and pepper and brown it in olive oil in a large kettle. After the beef is browned, fill kettle 1/2 to 3/4 full with water. Add onion and simmer for 1 to 2 hours. Add 3 to 4 bullion cubes, carrots and potatoes and cook until the vegetables are tender. Add extra flour to thicken. Cover the kettle and simmer until ready to serve.
