Pat meat dry, season with salt and pepper
Put 1tbsp olive oil in pot heat until shimmering
Brown meat 1lb a time, 1tbsp oil per pound, set aside
Add onion, garlic, b. Vinegar and cook for 5m, add tomato paste, cook 1m
Add meat and flour, stir til dissolve
Add wine, beef broth, bay leaf, thyme, sugar, stir to a boil
Cover pot and braise for 2 hours
Prepare potatoes and carrots
Add vegetables and cook an hour more
Discard bay leaf
