Heat 1 1/2 tbl olive oil in instant pot medium heat. Add beef and brown all sides. 4 min on one side then flip.
Add garlic and cook 30 sec.
Pour 1/2 cup beef broth into instant pot and scrape brown bits.
Add remaining ingredients, including rest of broth, stir.
Cover and cook on high 3 1/2-4 hours until veggies and meat cooked through.
Remove and discard bay leaf. Season with salt and pepper.
