In a large Dutch oven or cast iron pan, add the vegetable oil over medium-high heat. Add the (seasoned with salt and pepper) beef cubes in batches and sear until golden brown on all sides. (Let each side of the cubes cook undisturbed for 4-5 minutes, until they develop a dark brown crust and come away easily from the pan.) (Add another teaspoon or two of oil to the pan between batches if the pan looks dry.) (There will be a sticky dark glaze called the "fond" on the bottom of the pan. This is a major source of the deep, caramelized flavor in your stew.) (Do not burn the fond, but add a little water if it starts to.) Set cubes aside in a bowl.
Toss together the onion and celery in the pan with more oil. Allow to cook, stirring occasionally, until onions are translucent. Add garlic and cook for 20-30 seconds.
Stir in the tomato paste, Worcestershire sauce and 1 tsp salt and stir to combine. Sprinkle the flour over the vegetables. Stir until there is no more visible flour.
Deglaze the pan with the red wine, scraping up the fond from the bottom of the pan, and continue to cook until slightly thickened..
Place the seared beef cubes back into the pan and top with the beef stock and add bay leaves and thyme. Cover and transfer to the preheated oven or simmer on stove for 1 1/2 hours.
Add potatoes and carrots, cover and continue cooking for another hour or so until the meat is tender. Stir in the peas.
