Combine 1 cup sugar, 2/3 cup flour and cinnamon in a bowl and mix well. Cut in 1/2 cup butter until crumbly. Set aside for topping.
Mix 2 cups flour, baking powder and salt together. In a separate mixing bowl beat in milk, 3/4 cup sugar, egg, 1/4 cup butter until creamy. Add the dry ingredients and mix until well blended. Fold in blueberries and spoon the batter in 9"x9" baking pan. Sprinkle topping on top. Bake at 350 degrees for 45 minutes.
To make in a 9x13 pan multiply by 2 and cook longer until toothpick comes out clean.
I double this recipe and it fits pretty well into a 9"x13" pan. I have to cook it 5-10 minutes longer and at lower temp
