Mince GARLIC.
Make roux with OIL and FLOUR in a dutch oven - 30-45 minutes on medium heat.
Add all the vegetables to the ROUX.
Deglaze CHICKEN with a little bit of the BEER.
Add GARLIC to vegetables.
Add BEER.
Add CHICKEN STOCK slowly.
Add CHICKEN , BAY LEAVES , FRESH THYME, and SALT & PEPPER
Add SAUSAGE.
Bring to a boil and simmer 3 hours.
Cook RICE and top with GREEN ONIONS.
