In a large bowl, combine cabbage, carrots, shallot, and celery. Set aside.
In a medium bowl, whisk remaining ingredients.
Add dressing to vegetables. Toss and combine well, coating vegetables thoroughly.
Allow slaw to develop flavor and wilt for at least one hour at room temperature before serving.
