While cooking hamburger, sprinkle with chili powder, garlic powder, salt, and pepper.
Hamburger, beans, water, sauce, onions, soup, and tomatoes into crock pot. Add Worcestershire sauce and sprinkle in chili powder.
Cook on high for a few hours or on low all day.
