Suggest a better descriptionCombine zest, spices, & flour with lemon juice to make a paste. Make 1/2” cuts all over meat’s surface. Rub paste over lamb; make sure it gets into the cuts. Pour water into roasting pan (about 3/4 cup). Place lamb on rack. Bake at 325° until meat thermometer reads 180°
