Whisk together vinegars, black pepper, dry mustard, red pepper flakes, and salt. Slowly pour in oil, continuing to whisk until mixture thickens slightly. Stir in parsley, garlic, green onions, and capers. Add shrimp to marinade. Cover and refigerate overnight or up to 2 days. Drain marinade from shrimp and serve with crackers.
