Boil potatoes in water for 10 to 15 minutes until tender.
Drain potatoes: cover and set aside.
Rinse rosemary: strip off and chop leaves.
Saute garlic in butter in a small saucepan over medium heat until soft.
Add wine or stock and cook one minute more.
Add fresh rosemary, mustard, celery salt and pepper to pan.
Cook and stir one minute more.
Pour sauce over hot potatoes and toss to coat.
Garnish with fresh rosemary sprigs.
