Drain salmon, reserving 2 T liquid. Set aside.
Flake salmon, add onion and egg. Stir in 1/2 c. flour. Add baking powder to reserved liquid and stir well.
Add to salmon mixture, mixing well. Shape salmon into 4 patties and fry in hot oil til golden brown. Drain on paper towels.
Melt butter in saucepan over low heat, add 1/4 c. flour, stirring constantly. Gradually add milk and cook over medium heat til thickened and bubbly. Stir in s & p and peas. Heat through and serve over patties.
