Cream together butter, shortening, sugar, eggs, and vanilla. Blend the flour, cream or tartar, baking soda, and salt. Shape dough by rounded spoonfuls into balls.
Mix remaining sugar and cinnamon. Roll dough balls in mixture. Place 2 inches apart on a baking sheet.
Bake 8-10 minutes, or until set but not too hard. Remove immediately from baking sheet.
