Preheat oven to 350. Grease and flour a 10" tube pan.
Cream together the 12 tablesoons of butter with the 1-1/2 cups of sugar in a bowl of a mixer fitted with a paddle and mix for 4-5 minutes, until light. Add eggs one at a time, then add the vanilla and sour cream.
In a separate bowl, sift together the cake flour, baking powder, baking soda, and 1/2 teaspoon salt.
With the mixer in low, add the flour mixture to batter until just combined. Finish stirring with a spatula to be sure batter is completely mixed.
For the streusel: place the light brown sugar, flour, cinnamon, 1/4 teaspoon salt and the 3 tablespoons cold butter in a bowl and pinch together with your fingers until it forms a crumble. Mix in walnuts.
Spoon half of the batter into the prepared pan and spread it out with a knife. Sprinkle 3/4 cup streusel. Spoon the rest of the batter in pan, spreading it out and then scatter the remaining streusel on top.
Bake for 50-60 minutes, until tester comes out clean. Let cool on wire rack for at least 30 minutes.Carefully transfer cake, streusel side up on a serving plate.
Whisk together confectioners sugar and maple syrup, adding a few drops of watee if necessary and drizzle over the cake with a fork or spoon.
