Place the garlic, cilantro and 4 tablespoons oil in a blender or food processor. Blend until smooth. Heat the remaining oil in a frying pan and add the garlic mixture. Stir-fry for 2 minutes. Add the shrimp and stir to coat with garlic mixture. Add the water, anchovy paste, sugar and pepper to taste and stir-fry until the shrimp turn pink and curl, about 5 to 8 minutes.
