1. Preheat oven to 350 degrees F.
2. Cook macaroni according to package directions; drain and set aside.
3. While macaroni is cooking, heat oil in skillet; add the peppers, onion, and garlic, and sauté until soft.
4. Add ground beef and sauté until browned.
5. Add tomatoes, tomato sauce, salt, pepper, basil, cumin, and oregano.
6. In a large bowl, combine the macaroni and beef mixture. Spread into a 9 x 13-inch baking dish.
7. Top with cheese and bake for 20 to 25 minutes, or until cheese is lightly browned and bubbly.
