1. Preheat oven to 350°F. In Dutch oven, heat oil over medium-high heat. Dredge chicken in flour, shaking off excess. Add chicken to pan and sauté 4 minutes per side or until golden brown. With slotted spoon, transfer chicken to plate.
2. Stir scallions into pan and cook 1 minute or until softened. Stir in rice, turmeric, broth, beans, lemon zest, salt and ¾ cup of water. Bring to a boil. Add chicken and return to a boil. Cover, place in oven, and bake for 40 minutes or until chicken and rice are tender.
