Preheat oven to 375?F. For streusel topping, combine flour, sugar and cinnamon in small bowl. Add butter; mix until crumbly. For batter, combine flour, sugar, baking powder and salt in large bowl. In small bowl, whisk egg, milk and oil. Add to dry ingredients; stir until just moistened. Gently stir in blueberries and peel. Pour batter into greased 9-inch square baking pan; sprinkle with streusel. Bake 30-35 minutes or unti wooden pick inserted in center comes out clean.
