Cream Butter, eggs, and sugar until light and fluffy, Add eggs on at a time, beat well after each. Beat in vanilla. Combine flour, baking powder, baking soda, and salt. Add to creamed mixture alternately with sour cream. Beat until well combined.
Pour 1/2 of batter into greased 9x13 pan.
Combine peach filling and peaches. Spread over batter. Drop remaining batter over filling.
Topping - Mix brown sugar, flour, oats, cinnamon, and butter. Crumble over mixture.
Bake at 350 for 70-75 minutes until toothpick comes out clean.
Glaze - Mix powder sugar and milk together. Drizzle over cooled cake.
